7. REVIEW AND APPROVAL OF CONTRACTS
B. A Resolution to Approve the Contract Between McMinn County. Tennessee and HMB Professional Engineers for Services at the McMinn County Airport.
Mr. Luallen presented the following resolution to approve the contract between McMinn County, Tennessee and HMB Professional Engineers for services at the McMinn County Airport:
Resolution No. 03-074
A RESOLUTION TO APPROVE THE CONTRACT BETWEEN MCMINN COUNTY, TENNESSEE AND HMB PROFESSIONAL ENGINEERS FOR SERVICES AT THE MCMINN COUNTY AIRPORT
WHEREAS, McMinn County recognizes the economic importance of its airport and is committed to its continued improvement; and
WHEREAS, McMinn County desires to employ the services of HMB Professional Engineers, Inc. to perform the duties as described in said contract; and
WHEREAS, the fees for said services shall not exceed $101,335.00, and
WHEREAS, the project is funded 90% by grant and 10% local match; and
WHEREAS, an independent fee review has been conducted by CONNICO Inc. and found the fees for service to be well within the reasonable limits for like projects.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF MCMINN COUNTY, TENNESSEE, MEETING IN REGULAR SESSION THIS THE 19TH DAY OF MAY, 2003, that this Commission does approve the contract between McMinn County, Tennessee and HMB Professional Engineers, Inc. and does authorize the county executive to execute all documents and negotiate any necessary changes that may be required by the Tennessee Aeronautics Division, the public welfare requiring it.

MOTION made by Commissioner Vincent, and seconded by Commissioner Jack Powers, to approve this resolution.
The County Engineer, Robert Beene, requested approval, subject to a minor change in paragraph 111-5 of the contract, which was provided to the Commission. Mr. Beene said that the fee is a lump sum of $7,500.00 instead of an hourly rate.
In response to question from Chairman McPhail, Mr. Beene said that the County will be responsible for 10% of this project.

14. REPORTS FROM COMMITTEES. COUNTY OFFICIALS. COMMENTS FROM COMMISSIONERS
C. Airport Committee - Commissioner Vincent Commissioner
Vincent said the Airport Committee met earlier this evening with the Swift Museum Foundation and discussed the location for their new facility. Commissioner Vincent said they also met with Valley Helicopter Co. regarding construction a commercial hangar. The Committee recommends that the County Engineer and County Executive have authority to pursue building a commercial hangar at the airport
MOTION made by Commissioner Mason, and seconded by Commissioner Crews, to give the County Executive and County Engineer authority to pursue the building of the hangar and conduct negotiations with the Swift Museum organization.
Motion carried by voice vote.
